Legislation Summary Before the House of Commons
I want to provide a brief summary on several major pieces of legislation that were introduced or advanced in 2025.
Bail Reform (Bill C-14) proposes changes to clarify that courts are not required to release an accused if detention is justified, requires consideration of outstanding charges, and expands situations where reverse onus bail applies.
Border and Cyber Security (Bills C-2/C-12 and C-8) aim to strengthen border enforcement, streamline certain immigration timelines, and improve cybersecurity requirements.
Combatting Hate (Bill C-9) seeks to strengthen tools to address hate-related offences.
Citizenship Changes (Bill C-3) seeks to amend Canada’s citizenship rules in response to an Ontario court ruling by changing the “first-generation limit,” which restricts automatic citizenship for children born outside Canada. The bill aims to prevent some people with clear ties to Canada from being left in legal limbo and to make it easier for certain individuals born abroad to claim Canadian citizenship.
Major Projects and Trade/Labour Mobility (Bill C-5) seeks to speed up the approval of major projects by allowing the federal government to designate certain projects as being “in the national interest” and fast-track regulatory decisions. It also aims to increase interprovincial free trade and improve labour mobility across Canada.
2026–2027 Budget Implementation legislation includes spending reductions in some areas, while also introducing major new funding commitments.
