Planning and Development Report

The
Council public hearing on the proposed repeal of the Rezoning for Housing Bylaw
was held on March 23. In 2024 this “Blanket Rezoning” changed all R-1, R-C1,
R-2 and R-C2 land use designations to R-CG. Parcels along 40 Avenue NW
or 4 Street NW were changed to H-GO. If the Repeal is approved, then
it is expected to take effect in August. The City has started work on
indicating what properties would revert.

There
was a considerable uptick in Development Permit (DP) applications at the end of
2025 and early this year. Our understanding is that any DP Application filed
before March 23 will be grandfathered if the application is approved by August.
As
of March 13, the following applications were Under Review and Open for Comment
via the City’s Development Map (DMAP). See developmentmap.calgary.ca. Plans can
also be downloaded from the DMAP during the open comment period.

The
status of any of these applications can be found by searching for the DP number
or the street address on the DMAP. The first window that pops up when you
search for a particular DP will indicate whether it is “Open for Comment”. Even
if you cannot submit comments online through the DMAP, you can still find out
the name and contact information of the City Planning File Manager who is
handling the application.

201 34 Ave NE for a four-unit rowhouse with suites was approved February 26. The
appeal period ended March 26.

for a four-unit rowhouse with suites at 203 42 Ave NW was approved February 9. There
was no appeal.

and DP2025-06859 for two single detached homes at 3408 1 St NW were approved in
January. The DP’s have now been released to the applicant.

3423 Centre B St NW for a four-unit rowhouse with suites was approved March 2. The
appeal period ended March 26.
There
is also a new Land Use Change application for 4015 Centre A St NE to change the
zoning from R-CG to M-C1.
